Republican Diagnostic Center JSC and Department of the Committee for medical service payment of Astana city PA signed an Agreement on provision of medical services within the guaranteed package of free medical care.
The Agreement is signed on the following package of medical care - 276 159 medical services:
- onsultative-diagnostic care - 275 175 medical services
- day-patient care – 984 treated cases
Rules for referring patients to consultative diagnostic services
within the limits of guaranteed package of free medical services
at the Republican Diagnostic Center JSC
1. General provisions
1. These Rules for referring patients to consultative diagnostic services (hereinafter - CDS) within the limits of the guaranteed package of free medical services at the Republican Diagnostic Center JSC (hereinafter – RDC JSC) are developed to ensure quality medical services within the limits of the guaranteed package of free medical services (hereinafter - GPFMS) to the population, implement the Statutes of the Government of the Republic of Kazakhstan “On approval of the list of guaranteed package of free medical services” dated 15.12.2009 N2136 and “On approval of the Rules for provision of consultative diagnostic care” dated 24.11.2011 N1374.
2. Procedure for the provision of consultative diagnostic care
Patient referrals for CDS at the republican level is made by regional Commissions which were created and function at healthcare departments of oblasts, and medical organizations in Astana and Almaty cities.
At healthcare departments of oblasts and in medical organizations of Astana and Almaty cities:
- there is assigned the Chairman of the Commission of an organization on referrals to consultative diagnostic care at republican level who is responsible for coordination;
- the Commission selects patients who require care at RDC JSC.
Patients are referred to the Republican Diagnostic Center JSC for consultative diagnostic care only based on patients’ main diagnosis.
Only one referral form for consultation or one referral form for examination is filled in for one patient.
When referring patients, follow:
1) Statute of the Government of the Republic of Kazakhstan “On approval of the Rules for provision of consultative diagnostic care” dated 24.11.2011 N1374;
2) Order of the Minister of Health of the Republic of Kazakhstan “On approval of the Provision on healthcare organizations’ activity which render ambulatory health services” dated 5.11.2011 N7.
3. Patients referred for examination to RDC JSC must have the following documents:
3.1. Originals or certified by notary documents of identity: ID, passport, military card, pension certificate;
3.2. Referral for specialist’s consultation or diagnostic examination according to an approved form with a stamp of the referring organization, signature of head or chairman of the Commission on allocation of referral forms for CDS and signature of the referring physician.
In the referral, there must be included:
- surname, name, middle name, date of birth, home address, work place, date of referral;
- preliminary (major) diagnosis;
- the consultation form must contain information about specialty of the physician to whom the patient is referred;
- the examination form must indicate one of the examinations on the bottom of the form.
3.3. Patient discharge summary from medical records with description of disease’s dynamics, administered treatment and examination.
3.4. Results of mandatory examinations for referred diagnosis in accordance with treatment and diagnostics protocols at the level of PHC and CDS by the following list:
- blood test with leucoformula;
- urinalysis;
- metabolic panel (ALT, AST, bilirubin, thymol test, total protein, glucose, urea, cholesterin, triglycerids);
- feces analysis for helminth eggs, coproscopy;
- smear analysis for vaginal cleanness;
- WR;
- ECG;
- ultrasound examination of thyroid, abdominal cavity organs and kidneys;
- chest X-ray image (above 16).
3.5. Children under 3 must have the following documents as a child after MRI procedure is hospitalized for monitoring his health status during 1-2 days:
Certificate of epidemiological environment (valid within three days)
Tests:
Child – blood test, urinalysis, metabolic panel (AST, ALT), feces analysis for helminth eggs, feces analysis for pathological flora (children under 1), ECG.
Mother – feces analysis for pathological flora, chest X-ray image, WR.
All test results are valid within 10 days.
4. When referring for examinations: computer tomography (CT), magnetic resonance imaging (MRI), one photon emission computer tomography (OPECT) – indications and contraindications must be complied strictly.
5. Changes and additions can be made to these Rules in accordance with the legislation of the Republic of Kazakhstan.
